How Indian Railways Rule 13 Protects Delayed Passengers
Under Rule 13 of the Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, if a train is running late by 3 hours or more at the passenger's scheduled boarding station, the passenger is entitled to a 100% full refund of the ticket fare with ₹0 cancellation deductions.

Never Cancel Normally After Chart Preparation!
If your train is delayed by more than 3 hours, do NOT click "Cancel Ticket" in your IRCTC booking history if the chart has already been prepared. Clicking cancel will treat your request as a voluntary last-minute cancellation and give you ₹0 (Zero Refund). Instead, you must use the "File TDR" option and select the reason "Train Late More Than 3 Hours and Passenger Not Travelled" before the actual departure of the train.
Step-by-Step: How to File a Late Train TDR Online
Log in to IRCTC Official Portal / Rail Connect App
Open irctc.co.in or the IRCTC Rail Connect App on your phone and sign in to the user account used to book the ticket.
Navigate to "File TDR"
Go to My Account > My Transactions > File TDR (or "Ticket Deposit Receipt").
Select PNR & Reason
Select your PNR, choose the passengers who are not travelling, and select the reason: "Train Late More Than 3 Hours and Passenger Not Travelled".
Submit Before Actual Departure
Confirm and submit the TDR. You will receive a TDR Reference Number. You can track your refund progress under TDR History.

03.What is the exact deadline to file TDR for a late train?
For a train running late by more than 3 hours, the online TDR must be filed strictly BEFORE the actual departure of the train from your boarding station. Once the train departs, the TDR option for this reason is disabled and the claim will be rejected.
04.What happens if I miss a connecting train due to a delayed first train?
If you have booked connecting train tickets on IRCTC with linked PNRs and you miss the second train because the first train was late, you can file an online TDR within 3 hours of the actual arrival of the first train to receive a 100% full refund on the untraveled portion.
05.How much refund do I get if the AC fails during my journey?
If the air conditioning fails in an AC coach, you must obtain a certificate from the TTE (Train Ticket Examiner). You can then file an online TDR within 20 hours of arrival at your destination to claim the difference between the AC fare paid and the Sleeper Class fare for the distance travelled without AC.
06.How long does an IRCTC TDR refund take to credit to my bank account?
TDR refunds undergo verification by the Chief Commercial Manager (Claims) of the respective railway zone. Once approved, the refund is processed through the payment gateway to your original payment method (UPI, Net Banking, Card) within 30 to 60 days.
